Due to the lack of water resources, the problem of water management and minimizing the losses becomes an attraction for many researchers. Although some problems have been already solved in the theoritical point of view, only few of the proposed solutions have been effectively tested in a real situation (Litrico et al., 2003). Limitations of water control technology have been discussed in (Gowing., 1999). However, there are problems that have not been solved yet, as reported in (Bastin et al., 2009). Those problems concern both technological applications and mathematical challenges. To solve water management problems, the so-called St. Venant equations (De Saint-Venant., 1871) are often used as a fondamental tool to describe the dynamics of canals and rivers.
